Why would Ukraine offer the post of defense minister to an U.S. gov’t official working in their region? What does that reveal, if anything, about how Ukraine perceived him?

Vindman is a staff member of the National Security Council and was on
the July 25, 2019 phone call between President Donald Trump and
Ukrainian President Volodymyr Zelensky. He then spoke about that call to
the whistleblower who filed a complaint with House Intelligence
Committee Chairman Adam Schiff, setting off the impeachment inquiry.
