U.S. Government Legalized Weather Modification Activities in 1971


Determining the secret actions of U.S. government employees and politicians is difficult. 

The common American cannot access classified or other secret information, and sometimes government employees might destroy or otherwise get rid of documents.

Some might want to know the secret actions of government employees out of mere curiosity. Others, though, are likely aware of the phenomenon observed throughout history: “power tends to corrupt, and absolute power tends to corrupt absolutely.”

Perhaps we should consider this with regard to laws about modifying the weather, but more about that shortly.

Besides a desire for power to corrupt in these government jobs, absolutely powerful government jobs likely attract already absolutely corrupt people. Government employees might already be corrupt before they attain power, and it is the absolute power which attracts them to government positions.

And, of course, it is the ability to act with almost complete secrecy which results in “absolute power.” Such secrecy is likely sought after by corrupt persons. Simply observe how often government employees or others make billions to trillions of dollars appear out of nowhere and give that money to other governments or to secretly operating entities like the FBI.

Who would be able to prevent FBI or other government employees from taking a couple million dollars or hundreds of thousands of dollars here or there? Or, what about the potential to secretly get revenge on groups of people? For example, FBI targeting Catholics; how many corrupt Americans might be motivated to work for the FBI if they can secretly get revenge on Catholics?

Such abilities might be sought after by already corrupt people, but, due to government secrecy, Americans are unable to know.

There is one approach, though, which might help determine at least potentialsecret government actions, methods, and technologies: deduction from laws. Some U.S. government jobs do not allow officials to stay in the job for their whole life. And, due to the apparently ferocious opposition of political belief systems, future government officials might seek revenge against previous government officials.

The point here is that government officials might try to enact laws that protect themselves from future prosecution. 

A law scholar at the Illinois Law Review, Craig S. Lerner, in a discussion on how corruption in government might influence lawmaking, mentions such a potential phenomenon:

How is such a state of affairs [criminally corrupt politicians] likely to influence the lawmaking process?

First, one might expect legislators to enact laws that directly protect themselves (and their family and friends) from criminal prosecution. As members of Congress and their immediate circles are more likely to engage in white collar crime than crime of the grubbier variety, the suggestion might be that laws would be comparatively more protective of upscale defendants. Thus, laws could include hints and suggestions of secret government actions – especially when laws make certain actions illegal or unlawful for most Americans and then provide an exemption for law enforcement, the intelligence community, and other government employees.

A potential example which every American should be made aware of is a U.S. federal law from 1971. The law states:

No person may engage, or attempt to engage, in any weather modification activity in the United States unless he submits to the Secretary [of Commerce] such reports with respect thereto, in such form and containing such information, as the Secretary may by rule prescribe. The Secretary may require that such reports be submitted to him before, during, and after any such activity or attempt.

The law defines “weather modification” as:

any activity performed with the intention of producing artificial changes in the composition, behavior, or dynamics of the atmosphere.

The law defines “person” as

any individual, corporation, company, association, firm, partnership, society, joint stock company, any State or local government or any agency thereof, or any other organization, whether commercial or nonprofit, who is performing weather modification activities, except where acting solely as an employee, agent, or independent contractor of the Federal Government.

The law contains potentially significant implications; one is that “weather” might be able to be modified in a way that produces “artificial changes in the composition, behavior, or dynamics of the atmosphere.” More will be mentioned on this in a moment.

Another implication is that “weather modification activities” might be performed by employees, agents, or independent contractors of the federal government, and those persons apparently do not need to submit reports to other U.S. government officials about such “weather modification activities.”

In other words, “employees, agents, or independent contractors of the federal government” who perform “weather modification activities” might be able to do so secretly.

Again, that law was enacted in 1971.

One reason this is being mentioned here is to follow-up on previous articles which described potential uses of electromagnetic energy and “directed energy systems.” Not only does electromagnetic energy have the potential to be used to remotely and secretly cause brain damage or for mind reading and mind controlling technologies, but it appears as though such directed energy systems could be used for “weather modification activities.”

In other words, governments might use directed energy systems to modify the weather and propagate a hoax or potentially harm specific locations.

Unsurprisingly, it appears as though U.S. government employees do not provide much information on their “weather modification activities.” However, some researchers have suggested that radio frequency waves, and specifically microwaves, would be able to be generated either from the ground or from space and focused on specific locations in the atmosphere to modify the weather. Another example is given by a scientist who suggests that lasers (which use light and are also on the electromagnetic spectrum) could be used to modify the weather. The scientist explains: “Every time you think you have done everything you can with lasers, something new comes up: it’s quite amazing.” Some of those uses reportedly include causing lightning and causing clouds, and transporting “[rain] water to a different location” than where a storm would normally hit.

(The previous reference is not completely endorsed; liberal media ignores the possibility of such technologies also being used to propagate a hoax which some might describe as “global warming” or “climate change.”)

There are several problems with “weather modification activities” that are likely obvious to most people. One is that government “experts” are often wrong and can cause severe harm to, and deaths of, millions of people due to their ignorance, negligence, or arrogance.

Then there is the phenomenon sometimes observed in science and medical research of the desire to be famous and make new discoveries regardless of how many human beings are (potentially secretly) used as guinea pigs.

Many people do not realize the dangerous philosophies on existence, living, and death that scientists and/or medical personnel might have. One of these dangerous philosophies which might not be uncommon is that “we are all going to eventually die; it might as well be now, and, we might as well use all of these people as research subjects to advance science before they die.”

There is also the false philosophy of “fairness” which might result in this type of thinking by government scientists: “it is not fair that most people throughout history had worse living conditions than those in America at the present time. And, look at all the people who die in other countries because of the weather. This is simply not fair. To make it fair, us scientists can simply use Americans as research subjects with our weather modification research.”

Either way, Americans should be informed that there might be technologies which could modify the weather and those technologies might be used to propagate a hoax known as “climate change.”

First lady Jill Biden is reportedly going to visit Egypt and northern Africa while avoiding Israel entirely on her Middle East trip planned for late spring.  


A press release from the White House's office of the first lady did not mention why Israel does not appear on the itinerary, while Egypt and Jordan do, according to 7 Israel National News.  


The trip planned for May 30-June 5 will trek through Jordan, Egypt, Morocco, and Portugal "to strengthen the United States' partnerships and advance our shared priorities in the region" and "focus on the empowerment of youth around the world," according to the report.  

"As first lady, this will be Dr. Biden's second visit to the African continent and her first visit to the Middle East," the press release stated.

 Report Finds Rise in Governments Targeting Dissidents Overseas

One in five national governments tried to intimidate or kill exiles in recent years.

A Russian defector is assassinated in Spain. The Chinese government offers bounties for dissidents who take refuge in foreign countries. The Canadian government fingers Indian officials for murdering a Sikh activist in British Columbia. What do these incidents have in common? They represent acts of "transnational repression," a form of authoritarianism that reaches across national frontiers and has becoming disturbingly common in recent years.

Repression Without Borders

"More than 20 percent of the world's national governments have reached beyond their borders since 2014 to forcibly silence exiled political activists, journalists, former regime insiders, and members of ethnic or religious minorities," finds a Freedom House report released in February. "According to the new data, 25 countries' governments were responsible for 125 incidents of physical transnational repression in 2023 alone, including assassinations, abductions, assaults, detentions, and unlawful deportations."

Last year enjoyed the dubious distinction, the report adds, of featuring the first documented cases of transnational repression by Cuba, the Democratic Republic of the Congo, El Salvador, Myanmar, Sierra Leone, and Yemen. Well, it's only fair that every regime gets an opportunity to terrorize a critic or political opponent in another country, instead of leaving all the fun to the year's main culprits: Russia, Cambodia, Myanmar, Turkmenistan, and China.

A Busy Year for International Thugs

Along those lines, recent weeks saw the assassination of Maksim Kuzminov, the Russian helicopter pilot who defected to Ukraine in 2023in protest of his country's invasion of that nation. Russian media reported that military intelligence issued a kill order for Kuzminov, which, it seems, was carried out.

"Kuzminov, who was reportedly living in Spain under a false identity, was found dead in the Spanish town of Villajoyosa, near Alicante, on Feb. 13. Police said attackers shot the former pilot six times before running him over with a car," reports Politico. "Sources in Spanish intelligence services…believe Moscow hired hitmen from outside Spain to carry out the assassination."

China's overseas efforts are broader and more overt in their efforts to target dissidents.

"Fox Hunt is a sweeping bid by General Secretary Xi to target Chinese nationals whom he sees as threats and who live outside China, across the world," FBI Director Christopher Wray charged in a 2020 speech. "Hundreds of the Fox Hunt victims that they target live right here in the United States, and many are American citizens or green card holders."

Chinese officials threaten dissidents' family members who remain in China, but also pressure those overseas through "police stations" covertly established in foreign countries and intended to convey the impression that the regime reaches everywhere. U.S. officials busted one such outpost in New York City last spring.

China's government has a fixation on veterans of Hong Kong's democracy movement, offering bounties of $1 million H.K. ($127,730 U.S.) in December for assistance with the capture of dissidents who sought overseas refuge.

India's government, for its part, stands accused by Canadian officials of orchestrating the June killing of Hardeep Singh Nijjar. Accused of terrorism by India in pursuit of a Sikh homeland, Nijjar had a bounty on his head and was shot dead outside a temple in British Columbia.

Just months later, U.S. officials claimed to have thwarted a similar attempt on American soil against Sikh separatist leader Gurpatwant Singh Pannun.

Last year was a busy year for international thugs and assassins, it appears. But if we go back just a bit further, we find other incidents, such as the gruesome 2018 murder of journalist Jamal Khashoggi by Saudi Arabian agents in Istanbul, or the botched but lethal attack the same year on Sergei Skripal in the U.K. by Russian agents using the Novichok nerve poison (one of the Putin regime's favorite calling cards). There is a frightening abundance of examples from which to choose.

"Between 2014 and 2023, Freedom House has recorded a total of 1,034 direct, physical incidents of transnational repression committed by 44 origin-country governments in 100 target countries," observes Freedom House. "The governments of China, Turkey, Tajikistan, Russia, and Egypt rank as the most prolific perpetrators of transnational repression overall since 2014. China's regime on its own accounts for 25 percent of all documented incidents of transnational repression."

Bad Examples Encourage Bad Behavior

Part of the problem, unmentioned by Freedom House, is that relatively free democratic governments can compound the problem with their own misbehavior. While Canada, the U.S., and their allies aren't known for poisoning overseas dissidents (at least, not as a matter of course that they want publicized), they do sometimes bend laws to target inconvenient people in other countries. The U.S. federal government, aided by its British allies, has tormented journalist Julian Assange for years with arrest and extradition efforts over what Amnesty International describes as "politically motivated charges" under the Espionage Act. His "crimes," points out the Freedom of the Press Foundation, are "things journalists at news outlets around the country do every day."

That sets a precedent on which authoritarian government can seize.

"National security laws of other countries, including the US and the UK, also have extraterritorial effect," sniffed China's Foreign Ministry Spokesperson Mao Ning when challenged on arrest warrants and bounties for Hong King dissidents residing in other countries. The scope of China's actions extend way beyond those of any western government in reach and severity, but she had a point.

"It's clear that governments are not being deterred from violating sovereignty and targeting dissidents living abroad," commented Freedom House's Yana Gorokhovskaia of events documented in the recent publication. "Democracies must ensure that the perpetrators of these brutal acts face real consequences. Otherwise, the use of transnational repression is likely to spread."

That's true. But if officials in relatively free countries are serious about deterring overtly authoritarian regimes from spying on, blackmailing, assaulting, kidnapping, and killing people who've taken refuge across national borders, they have to refrain from anything that even slightly resembles such behavior themselves. The end of transnational repression begins at home.


November Can’t Come Fast Enough


When dealing with progressive Democrats, it is getting more and more difficult to not just tell them where they can shove things, where they go themselves, and what they can do with themselves once they get there. It’s even more difficult to not say those things with colorful language that used to only be reserved for late-night pay cable, or creative usage of English words that would cause discomfort in a drunken professional football locker room. That’s a long way of saying I’d love to treat these people the way they treated conservatives during the Trump administration – not affording them a moment’s peace or a quiet night out, should they be spotted in a restaurant somewhere.

I do wish Republicans were as organized and, honestly, douche-y as the left is. How many Republicans were chased out of public places by screaming mobs of left-wing fascist goon squads mobilized through social media because someone was spotted having dinner quietly? We just don’t have that much time on our hands, or an army of trust fund babies who hate capitalism and their parents (but don’t give up the money) at the ready to “mobilize” the second a spotter finds a Republican minding their own business. 

You do have to wonder what these people do with the rest of their time, till the call comes in. One imagines it’s writing erotic fan fiction involving AOC, Eric Swalwell, a dwarf, a few square yards of Naugahyde, Fang Fang and enough Vaseline to bring back every 1950s hairstyle to the entire population of New York City, not to mention some powerful chemicals for clean-up. Just kidding, their fantasies involve humiliation and their moms. 

But they are at the ready, always. The Nazi SS had a slower reaction time when someone criticized Hitler, so the progressive movement has upped its game since then.

While they are quick to action and violence, they aren’t quick to solve problems. That’s mostly because they aren’t interested in actually “solving” anything. When you solve a problem, it is done, right? You don’t have the same thing with a car every time you get into it. Yet, they “fixed” health care with Obamacare and are now promising to fix health care. They “fixed” the border with Biden’s executive orders and are now promising to fix the border. They “fixed” the economy with the “Inflation Reduction Act” and are now promising to fix the economy. The list is endless.

As tempting as it is to say these people are dumb, that is wrong. They aren’t stupid, they’re evil. There’s a difference. 

Yes, the drone army of “activists” who’ve never had an original thought in their miserable lives – people with dozens of printed protest signs in their garage, ready to go, based on whatever outrage they’re instructed to care about on any given day – are dumb people. But their masters know exactly what they’re doing. They need an army of stupid people to parrot their talking points, otherwise, they’re left with arguing, “Big government has failed, we need bigger government.” 

Even a tenured moron who insists on being called “Doctor” because they wrote a 3rd grade-level paper about keeping kids in community colleges would be able to see through that (looking at you, Jill).

Reality is beginning to terrify Democrats. The sheep they’ve been using to pull the wool over people’s eyes is nearly naked. Even the New York Times is finding this in their polling, writing, “The gender gap, for instance, is no longer benefiting Democrats. Women, who strongly favored Mr. Biden four years ago, are now equally split, while men gave Mr. Trump a nine-point edge. The poll showed Mr. Trump edging out Mr. Biden among Latinos, and Mr. Biden's share of the Black vote is shrinking, too.”

There is nothing more terrifying to the left than people questioning things they’ve been told by those in authority. They’d prefer the average CNN anchor, who can’t think for themselves, or the MSBNC anchor who’d do or say anything to ensure their audience never does.

But reality has a funny way of creeping into people’s lives, as it is not dependent upon someone’s belief in it. Every Rachel Maddow monologue declaring people better off than they realize is kneecapped by a single trip to the grocery store. Every Joy Reid declaration of something being racist or cultural appropriation is smacked across the face with the dead fish of reality that her hair is blonde. 

These people are the enemies of America and reality is their kryptonite. 

Polls are looking good now, very good, but November is a long way away. Don’t get complacent, don’t take comfort in those polls, any polls. By election day, none of us should be able to sit down because we worked our asses completely off. Democrats can’t just be beaten, they need to be destroyed, up and down the ballot. They need to be humiliated to the point they reject the radical, anti-American direction they’ve moved and purge the violent extremists in their midst. 

Fight like hell, vote early, and drag others with you. Encourage voting by whatever means your state allows because Democrats are. November can’t come fast enough, but they can do a lot of damage between then and now. Be ready.



Breaking: Canadian spy suspect Qiu led WIV's "synthetic bat filovirus" project with Wuhan Institute's Vice-Director: CSIS document investigation

Comparing redacted CSIS document with United States bat coronavirus paper suggests Dr. Qiu was hired in People's Liberation Army program to work with "bat woman" Shi Zhengli in 2019

Matt Ridley, a UK biologist who has studied the WIV coronavirus lab leak theory with Canadian investigator Alina Chan, posted this photo to X after Canadian records were released this week.

While working for Canada and surreptitiously transferring lethal virus samples to China, Xiangguo Qiu was enlisted to lead Wuhan Institute of Virology’s synthetic bat filovirus project with the institute’s Vice-Director, a senior Chinese scientist that worked in 2015 on a controversial United States “hybrid version of a bat coronavirus.”

This explosive evidence — yet to be reported from hundreds of redacted documents released this week by Canada’s government — suggests that Xiangguo Qiu was likely working directly with the Chinese virologist at the centre of the Covid-19 Wuhan lab-leak theory, Dr. Shi Zhengli.

Dr. Shi — known as the “bat woman” for her bat vaccine studies in China — is reportedly a deputy-director for the Wuhan Institute of Virology (WIV.)

While no government has concluded Covid-19 emanated from WIV, last year a number of Western intelligence agencies including the FBI told the public they do believe the most likely cause of the deadly pandemic was that Chinese scientists were working with bat viruses that leaked into Wuhan’s population in 2019.

This controversial assessment is far from unanimous in Western intelligence.

But at least some CSIS investigators with awareness of the Xiangguo Qiu probe agree with the FBI assessment, a confidential intelligence source has informed The Bureau.

And now, the sensitive records disclosed by CSIS — which Prime Minister Justin Trudeau tried to suppress — potentially place Xiangguo Qiu at the scene of the crime with numerous international scientists involved in bat coronavirus studies.

What is irrefutable — according to the CSIS records — is that WIV secretly hired Qiu to advise the Wuhan lab on bio-security, train its lab workers on safety, and employed Qiu precisely because she was the only “Chinese” scientist in the world with access to a Level 4 lab outside China.

China has fought against investigations into potential WIV involvement in the Covid-19 leak, the FBI says.

In April 2020, another vice-director of WIV, YUAN Zhiming, “told Chinese state broadcaster CGTN, that this was a ‘conspiracy theory’ designed to ‘confuse’ people,” NBC reported.

Redactions of the CSIS documents released this week show that many sensitive facts are still being hidden by Canada’s government.

But hundreds of pages of documents reviewed by The Bureau say that a CSIS investigation in 2021 — believed to be assisted by another Five Eyes intelligence agency — found “Ms. Qiu was listed as being in charge of "Overall Planning" for a WIV “animal infection” project that was to run from June 2019 to May 2021, with a budget of 250,000 Chinese yuan per year.

A Chinese virologist that is only identified as “Individual 1” and a “senior scientist and vice-director” at Wuhan Institute of Virology was handling “Project Design.”

And a WIV scientist only identified as “Individual 2” was performing the “Animal Infection” work.

The CSIS report adds that Individual 2 was hired by Health Canada in February 2018, and this "may have been the first researcher from the PRC to come to Canada that Ms. Qiu directly facilitated.”

A separate Health Canada investigation accused Individual 2 of attempting to steal vials of material from the Winnipeg Lab in 2018, the redacted documents say.

Regarding Individual 1, the redacted CSIS report says:

“In 2015, [WIV’s vice-director] was involved in Gain of Function experiments with US researchers as part of a study that created a hybrid version of a bat coronavirus; one related to the virus that caused Severe Acute Respiratory Syndrome (SARS), which could jump directly from bats to humans.”

This 2015 study for the U.S. National Institute of Health included “research that increased the virulence, ease of spread or host range of dangerous pathogens,” the CSIS report says.

“Some scientists disapproved of the study, noting that it was a ‘new, non-natural risk’ and ‘provided little benefit and reveals little about the risk that the wild virus in bats poses to humans,’” it says. “However, this study was allowed to continue, under review, by the US National Institutes of Health.”

A review of open source records by The Bureau shows that Dr. Shi Zhengli and U.S. scientists including a man named Ralph Baric completed such a study in 2015, which was called “A SARS-like cluster of circulating bat coronaviruses shows potential for human emergence.”

The 2015 study from Baric and WIV’s “bat woman” Dr. Shi says “Using the SARS-CoV reverse genetics system, we generated and characterized a chimeric virus expressing the spike of bat coronavirus.”

Cross-referencing this information with the CSIS report disclosed this week, shows CSIS found in Chinese records that WIV’s 2019 bat filovirus project in Wuhan that included Dr. Qiu, was “to use reverse genetics in order to create synthetic virus strains.”

Both “bat woman” Dr. Shi and Baric are connected in U.S. government records with Peter Daszak of the EcoHealth Alliance, “a longtime WIV collaborator” according to a Covid-19 origins report from U.S. Senator Marco Rubio.

The suspected People’s Liberation Army agent Dr. Qiu, along with Shi Zhengli, Baric and Daszak met together for an October 2018 symposium at WIV, open source records show.

The Canadian government documents reviewed by The Bureau don’t identify who Qiu collaborated at that October 2018 conference, but reveal that Qiu also secretly provided training to numerous people at WIV in October 2018, in a project she hid from Canada’s government.

Furthermore, the bat filovirus plan in Wuhan that included Dr. Qiu, according to Chinese state documents obtained by CSIS, was:

“To assess cross-species infection and pathogenic risks of bat filoviruses for future vaccine development purposes, which suggests that gain-of-function (GOF) studies were possibly to take place,” CSIS’s June 2021 report says. "These studies contain various biosafety and biosecurity risks, and the US government paused funding on GOF research with potential pandemic pathogens in 2014.”

WIV hired Qiu in PLA espionage program

Meanwhile, the CSIS report explains it was WIV that secretly sponsored Qiu’s applications to work surreptitiously with the People’s Liberation Army, in a program targeted by the FBI called the Thousand Talents Plan, which extracts civilian research from Western nations for Chinese military use, by paying foreign scientists under-the-table.

From October 2017 to January 2018 — when Qiu's Thousand Talents application was submitted to WIV's hiring department — she "collaborated on the application with," WIV’s Individual 2, the senior technician that was to work with her on bat filoviruses in 2019, CSIS records say.


The records say that Chinese Communist Party documentation for the planning and approval of two secret projects, including the bat virus project at WIV, said: "We are in the process of applying for the official permit to transfer BSL-4 pathogens from Canada to China."

It continued:

"To avoid confusing the leaders, it's better not to let [Winnipeg's] National Microbiology Laboratory know about this project ... it's not so necessary to have the opinion from National Microbiology Laboratory."

Regarding the plan for Dr. Qiu to work with WIV’s deputy-director on synthetic bat viruses, the CSIS report said “the International scientific community raised concerns as to whether or not it should allow laboratory research that increased the virulence, ease of spread or host range of dangerous pathogens.”

Qiu and her husband, a molecular biologist, along with several of their students from China that included PLA officers, were expelled by Canadian authorities from Canada’s only BSL-4 laboratory, the National Microbiology Lab in Winnipeg, in 2019 after concerns were raised about the behaviour of these students, including some caught removing vials from the lab.

Records show in the subsequent investigation regarding Qiu’s security clearance, a CSIS interrogator pressed Qiu on her connections to senior PLA scientists involved in bio-terror and vaccine research that could include China’s biowarfare programs.

Most prominently, Qiu worked directly with a PLA Major General involved in China’s bioweapon research and Covid-19 vaccine programs, an examination of the redacted CSIS records suggests.

The records show that a CSIS interrogator told Qiu "[redacted] is a Major General in the PLA and ... [redacted] is involved in bioweapons research and this is publicly available knowledge."

"She is?" Qiu told the CSIS interrogator. "I wasn't aware."

The CSIS report adds Qiu was "dismissive" when asked if she thought her collaborations with WIV and other Chinese institutions involved in the Thousand Talents program including CanSino Biologics "have assisted the capabilities of the PLA."
