Moderate Expectations of Acting DNI Bill Pulte


A lot might be said, but little of it will be grounded in reality. 

Here’s an outline to provide context for the next few weeks.

First, contrary to popular opinion, leaks from inside the IC related to activity within the ODNI will likely come as an outcome from bad actors in the FBI and the attached liaison office. {EXAMPLE HERE} As you may or may not be aware, every intelligence community silo has a liaison attached to the office of the Director of National Intelligence.

What that means is that every IC agency has a person(s) inside the ODNI that can then be the source of information within the larger parent silo. The most frequent leaking child from within the parent agency is the FBI liaison.  Understand this reality and you begin to understand frustration around Kash Patel’s inability to control his agency.

Second, contrary to popular opinion, CIA Director John Ratcliffe will not be able to partner with Acting DNI Pulte in the same direct manner he was with fully confirmed DNI Tulsi Gabbard.  Despite the ODNI technically sitting atop the CIA within the construct of the overall Intelligence Community, there are rules about information flows to non-confirmed “acting” positions.  Deputy DNI Aaron Lukas will have more intelligence capabilities than Pulte.

CIA Director John Ratcliffe will likely not be the source of conversation about this standard, the information to Pulte will likely come from the DNI Legal Counsel Jack Dever, and/or Deputy CIA Director Michael Ellis who also carries the role of General Counsel for the Central Intelligence Agency.

When SSCI Vice-Chair Mark Warner says he is in communication with IC leadership about isolating Acting DNI Bill Pulte from national security information, he is likely outlining contact with the general counsel of the DNI or CIA, or with the Intelligence Community Inspector General’s office. That said, the National Security Advisor, Marco Rubio, could mitigate some of that isolation by requesting IC information Pulte may desire to review.

Regarding ‘declassification’ authority.  CTH is not sure what power an Acting position as DNI carries as it relates to independent cross-silo declassification authority. However, information presented to the President can be declassified by the President.  The key is to get the silo stakeholder to approve the release, then take to the Office of the President for approved public release pending stakeholder redactions.

That is the basic outline of limitations that could become pertinent.   However, the Acting DNI can do something very valuable. The ADNI can ‘manage’ the office and how it operates.  Pulte can make staffing decisions as well as curb the issues within the liaison offices.

I somewhat predict that Pulte could find the problem with FBI leaking; he could even do something about it – with presidential support.  Unfortunately, this would put Pulte on a collision course with FBI Director Kash Patel.

It’s an issue that needs to be dealt with, but the timing is not good considering the looming midterm election.

A more likely scenario is Kash Patel’s unchecked deep state FBI analysts/agents will be managed without Patel’s direct involvement.  Essentially, none of the ‘good guys’, and there ain’t that many ‘good guys’, have any trust in the FBI silo.

The entire DC system is fully aware of the corrupt nature of the FBI as it functions.

The ‘establishment’, including Mark Warner and Tom Cotton, is favorable to the FBI. Meanwhile, the ‘reformers’, and I suspect that might include HPSCI Chairman Rick Crawford, are not.

The larger IC elements will watch this play out, dropping their thumbs on the narrative (via selected leaking) as it pertains to their individual interests.  There’s a reason why scrutiny against Patel has lessened from within the DC mechanisms.

Ironically, all the negative information against Pulte will almost certainly come from the FBI, it will just be positioned as if it comes from another silo.  Watch carefully and we just might catch them in real time.

Ultimately, all of the bad actors within the IC (both branches of government) want “702” reauthorized, so this does create a subject that can be leveraged for actionable value to the office of the President.

All of that said, Pulte remains an unknown entity within the larger IC system, and his motives and intentions are generally also unknown.  It will be interesting to watch things unfold, and to see exactly who is willing to surface as an ally.

IRAN — In a sign of total and absolute victory, President Trump announced that he had secured the reopening of the vital Strait of Hormuz, which was open before the war that Trump started in Iran.

The Strait of Hormuz is the vital waterway on Iran's doorstep that is used for shipping approximately 30% of the world's oil. The transit corridor for oil tankers was completely open before the war Trump started, but was then shut down tightly as a result of the war. However, Trump has triumphantly announced that things are back to exactly the way they were before the whole thing started.

"Folks, I just secured a huge victory for the American people in the very big reopening of this very important strait," announced President Trump. "People call it a strait, but if you look on a map it has a big curve to it, it's not really very ‘straight' at all. Maybe we should be calling it the ‘Crazy Curve' or the ‘Big Bend of Hormuz'? Am I right folks?"

"Anyways," continued Trump. "No one believed that we could open the Strait so easily. Everything is going to be so peaceful and prosperous like you wouldn't believe, all thanks to me. The Strait is now open the Trump way — beautifully and bigly. Nobody reopens straits better than me and nobody else could've got this done. Nobody."

"Everyone is saying so."

At publishing time, Trump had announced that in another sign of complete victory, gas prices had fallen to just 50% higher than pre-war levels.

CHICAGO, IL — Seated upon his spinning throne chair, a cackling former President Barack Obama invited guests to witness the firepower of his now fully-armed and operational battle station.

"Welcome. I've been expecting you," said Obama as people slowly entered the top floor. "You no longer need those," he said, cutting off guests' entry wristbands.

"Um, sir? Do you want to give your guests a tour, perhaps enjoy some hors d'oeuvres?" said an aide, clad in red. "There will be several more groups of old friends coming through."

"I assure you, we are quite safe from your friends here," retorted a smirking Obama. "Oh yes. I'm afraid this deflector shield will be quite operational when your friends arrive."

"Umm... so should we let the next group in, Mr. Obama? They'll be here any minute."

"You mean the imminent arrival of the old 'Gang of Eight'?" replied Obama. "They are walking into a trap. It is I who allowed them to discover the location of this battle station."

"Sir, didn't you invite them to your library's grand opening?" asked the befuddled aide.

"I can feel the hate swelling in you," smiled Obama. "Give in to your anger. With each passing moment, you make yourself more my servant."

"Sir, I'm literally paid to be your butler," responded the aide.

At publishing time, Obama had asked for someone to please kill Biden and take Joe's place at his side.

“Out”



It’s a simple word, “out.”  It conveys multiple meanings depending on the context when used.

The rock seems unbreakable; many have hammered it before, but it remains there as a monolith, an immovable object unfazed by all the blows that take place.  The ‘sword in the stone’, just reversed.  Each deliberate spectator picks up the axe and strikes the rock. Each hoping to yield the blow that finally fractures it.

It is wise to remember, the blow that eventually breaks the rock is not singular. In the immediacy of the moment, the glory befalls the last holder of the axe; yet, in reality, the last blow benefits from the invisible weakening provided by prior strikes. It is wise to remember the history; the entirety of the effort.

DNI Tulsi Gabbard Releases Evidence Anthony Fauci Manipulated Intelligence and Lied to Congress


The central question remains, and that question is: Was the SARS-CoV-2 release ‘accidental’ or done with ‘intent’.

On her last day as Director of National Intelligence, and I am certain she will never return, what Tulsi Gabbard releases is alarming evidence the head of the National Institute of Allergy and Infectious Diseases (NIAID), Anthony Fauci, lied -repeatedly- to congress, the media and the American people. {ODNI Link Here}



CTH has long espoused that in the aftermath of the release, the SARS-CoV-2 response, how they reacted to it and all the control mitigation stuff, came from the Intelligence Community and Military.  What DNI Gabbard released is evidence of exactly that aspect; the NIAID under Fauci worked directly with the U.S. Intelligence Community (USIC).

Remember, with emphasis, this is ‘after action’ stuff.

This is post-COVID-release information about what took place within government after the virus was released upon all of us.  The fact that Tulsi had to wait until her final day in office to make this statement, together with the fact that no one has been held to account, and the establishment’s desperate effort from blocking Acting DNI Bill Pulte from succeeding her, only reinforces the conclusion that the people who orchestrated this cover up remain firmly in charge and that part of this battle is far from over.

The materials released today are a result of DNI Gabbard’s yearlong declassification review in support of President Trump’s maximum transparency mandate. During this process, ODNI officials gathered testimony from multiple IC whistleblowers who reported retaliation for challenging the IC’s manipulation of intelligence on the virus’ origins. This unveiled a clear pattern of suppressing dissent, silencing critics, and burying evidence that undermined IC integrity and disserved the American people.

Fauci’s close IC relationships enabled him to assume three key roles during the pandemic that shielded him from scrutiny as he wielded outsized influence.

    • Fauci funded risky coronavirus research linked to big pharma and the pursuit of “universal vaccines” worth trillions of dollars.
    • Fauci was the behind-the-scenes advisor who, with his hand-picked experts, pushed the IC to endorse a natural, animal origin to hide his dangerous research.
    • Fauci became the nation’s pandemic “pundit” and publicly pushed lies, disinformation, and censorship.

Fauci’s Relationship With The Intelligence Community Drove Intelligence & Public Narratives

Throughout the pandemic, Fauci and politicized leaders within the IC created a self-serving circular reporting loop. He provided hand-picked NIAID-funded scientists to advise the IC. This input shaped official intelligence assessments, which were then publicly cited as scientific consensus to refute the lab-leak theory.

According to hundreds of reviewed emails, the IC almost always incorporated his recommendations. Fauci promoted a fraudulent paper, whose publication he helped prompt, as legitimate information for Intelligence Community consideration. Senior analysts praised Fauci not as a “policymaker,” but as an unbiased guide to “the real coronavirus experts”—while ignoring experts who might dissent from Fauci’s narratives.

Fauci Lied to Congress

The correspondence released today directly contradicts Fauci’s 2024 testimony to the House Select Subcommittee on the Coronavirus Pandemic. In that hearing, while under oath, Fauci was repeatedly asked whether he spoke to “FBI, CIA, DIA or any U.S. intelligence agency concerning viral research” before, during, or after the pandemic. Fauci repeatedly dodged the questions, before falsely stating, “not to my knowledge about COVID.”

Retaliation Against Truth-Seekers

Testimony from multiple whistleblowers reveals intelligence analysts who challenged Fauci’s COVID-origin conclusions faced threat of retaliation, were marginalized, and often suffered career setbacks. This silenced dissent and fostered a culture where truth was sacrificed to conformity and credible evidence was buried.

The following are examples from whistleblower accounts that Director Gabbard has referred to the Intelligence Community’s Inspector General.

    • A contractor was terminated just days after coming forward to ODNI as a whistleblower.
    • Managers reminded analysts who advocated for the lab-leak hypothesis that leadership would determine which analysts would be promoted. The message was clear: disagreement with the manipulated finding would derail careers.
    • Senior leaders allegedly set up roadblocks for whistleblowers, removing anonymity from the complaint process by insisting managers or attorneys be present at ODNI meetings, creating an atmosphere of intimidation.

The need for control is a reaction to fear….


Who were the American mothers to France’s orphaned children during the First World War?

 

During the entire course of World War I, approximately 25,000 American women crossed the Atlantic Ocean to attend to the needs of wounded soldiers and civilian communities in Europe. Women traditionally operated in medical units and helped care for wounded soldiers. Following US entry in the conflict, the newly established Women’s Overseas Hospitals and the American Women’s Hospitals in France drew hundreds of trained nurses to get involved in the war effort. Women’s participation, however, was not limited to the medical field. Female physicians and stenographers brought valuable skills to the front and helped the US military in a variety of domains. In 1918, for instance, the US Army Signal Corps sent 223 trained telephone operators to France to take over from inexperienced soldiers who were struggling to keep general headquarters connected with the troops who were under fire. 

 

 At a time when women experienced domestic confinement within their homes, taking part in relief organisations and being actively involved on the Western Front gradually reinforced their quest for equal rights, furthered their political agenda, and strengthened their claim for full citizenship. 

 

 Many American women seeking meaningful wartime jobs in France came from a very specific background, and many “hoped that the war would prove the forcing house in which long-standing feminine aspirations for the vote and economic equality would finally mature”

 

 

Considerations for telling the story of the mothers to ‘America’s French orphans’   

 

 Any course focusing on American women in World War I should acknowledge the social backgrounds of the American wealthy expatriates, businessmen’s daughters, leisured wives of diplomats, and middle-class professionals who served as doctors, nurses, ambulance drivers, stenographers, and radio operators. 

 

 When teaching World War I in relation to 20th century American history to high school pupils and undergraduate students, educators traditionally focus on the neutrality of the United States and then expand on the reasons why Woodrow Wilson gradually dragged his country into the global conflict (Editorial note – For further reference: The Path to War: How the First World War Created Modern America by Michael S. Neiberg, Oxford, 2016; Neutrals, Belligerents and the Transformation of the First World War by Abbenhuis Maartje and Ismee Tames, London: Bloomsbury Academic, 2022). 

 

 Military historians linger on battles, strategies, and the decision-making process; cultural history gravitates around cultural encounters, war atrocities, and public reaction to the outbreak of the conflict; and scholars specialised in diplomacy dig into government archives, private papers, and conference proceedings to determine the responsibility of each country. But historians of women, childhood, and philanthropy have much to add to the understanding of WWI. 

 

 Presenting the big picture fatally necessitates omitting important details, but in the case of World War I studies, some entire facets of the conflict have been overlooked.

 

 Out of interest in humanitarian organisations that operated in my home country, France, between 1914 and 1921, I have recently shifted the focus of my teaching to the plight of children during World War I. Cultural historians have long demonstrated that the French school system mobilised its youth to perpetuate a sense of national belonging in wartime and how state propaganda shaped children’s worldview. Yet I find that the various pictures of the conflict remain ethnocentric and neglect the silent but vital action of American women in rescuing France’s children. 

 

 Between 1914 and 1921, thousands of American women acted as mothers for French children displaced by the war

 

 In 1915, a group of American philanthropists envisioned the creation of Franco-American colonies to rescue youngest war victims from starvation and misery.

 Twenty-eight colonies were established by the Committee Franco-American for the Protection of the Children of the Frontier (CFAPCF) to shelter displaced orphans from France and Belgium. All the colonies were managed and staffed by French nuns, but heavily depended on American donations and volunteers – American women. Among them were Alma A. Clarke, a former student at Bryn Mawr College, and Erica Thorp de Berry, the granddaughter of Henry Wadsworth Longfellow, a Harvard University professor and a towering figure in 19th century American literature. 

 

 American women helped to feed, educate, and nurse the orphaned and traumatised children who were moved to the colonies to recover and prepare for life on their own after the war. They tucked little orphans into bed, kissed them goodnight, told them stories of the gigantic country across the Atlantic Ocean, and even sang songs when they could not sleep. 

 

 Colonies operated as “humanitarian wombs” and though the survival of approximately 800 children from France and Belgium could look relatively insignificant, they carried out the first humanitarian actions toward children.

 

 That same year, in 1915, another humanitarian organisation reached out to thousands of Americans.  

 

 Envisioned by Paris-based French industrialist, Émile Deutsch de la Meurthe, the Fatherless Children of France Society (FCFS) encouraged Americans to “adopt” France’s children who had lost their fathers to the war. Although considered orphans by virtue of being fatherless, the children were not “adopted” but rather sponsored at the rate of $36.50 per year (what would be today $900/€773). Though the tireless and skilled efforts of the FCFS staff and volunteers (mainly women), between 1915 and 1921, some 300,000 French children were spared hunger and destitution because they were sponsored by Americans.

 

 Both organisations drew Americans’ financial support and mobilised hundreds of women across the United States. To engage donors and volunteers, they organised fairs on July 4 to remind Americans of Lafayette’s role in the American War of Independence, and spurred Americans to contribute to France’s survival. In the aftermath of the war, mourning families and those who had served were moved to support the cause of the FCFS. 

 

 The Fatherless Children of France Society more than doubled the number of sponsorships between November 1918 and January 1921, the date the organisation officially ceased to exist. 

 

 

American women’s roles in reforging post-WWI communities 

 

 In the years after the war, individual Americans helped rebuild devastated France. American women set up schools and reconstructed devastated villages. For example, the American Committee for Devastated France (ACDF), co-founded by Anne Morgan, the daughter of American financier J.P. Morgan, operated on several fronts. From the Château de Blérancourt, some 350 French-speaking American women joined her task force. Among them were Mary Carson Breckinridge, the daughter of an Arkansas congressman and future founder of the Frontier Nursing Service; Lucile Atcherson Curtis, a militant suffragette who would later become the first female in the US Foreign Service; and Anna Lander West McDonnell, the niece of the first Chief Justice of the Supreme Court of the Territory of Washington.

 

 Though the ACDF’s initial mission was to combat infant mortality, rebuild devastated villages, and finance the reconstruction of the industrial network, children’s well-being rapidly became a focus of the organisation.
